290x at 1.1?

What is leading you to the conclusion that it is operating at 1.1? Are you sure that it isn't just idling lower via power saving, if you are looking at the specifications using GPU-Z?
 
Okay yeah that was it but it only is performing at 8x is that because I have a soundcard in my second slot? And will that hamper my performance?
 
What tool/utility are you using to tell whether your card is running at 8x?

Also, please elaborate on what you mean - tell us what cards are installed in what slots. When you say "second slot" I can't tell which slot you mean, or if you can move things around.

But just a general approach you could try, it to simply remove your soundcard. You can still boot the computer without it. Then see if the number changes from x8 to x16. Then, if you still have time, try inserting the sound card in another slot, and repeat until you get the desired results.
 
Grab GPU-Z and run the load tool to see what speed the slot runs during load.

2.0 x8 should be fine for 290x.
