I have a Soyo KT-400 mobo with a Athlon 2800+XP Barton CPU and 512MB of PC2700 RAM and everytime I just try and up my multiplier to 13, my comp doesn't power up, any reason why?

Ok i might be a liitle off here but i think this is the problem. the default multiplier on that cpu is 12.5. the tbreds have 2 multiplier ranges high and low. If the barton is like the tbred in this respect your chip is then set on the processor to the lower range 5-12.5 unless your board automatically unlocks the high range which i don't think any of kt400 board do then the higher multipliers aren't available to that processor unless you unlock it. Not sure how you would go about that. To do the opposite and switch a cpu from the high range to the lower which is what i did to my 2100+ you have to connect the L3-5 bridge. Don't know how to unlock the higher ones. Maybe someone can jump in here on that.

Because multipliers above 12.5 aren't available on that motherboard. You'll either have to do some modification of the processor, or increase the FSB to overclock. If you can't or don't want to do that cause of your PC2700 RAM, then you just wasted about $75 cause my XP2500 hits 2.08 Ghz with no effort at all =)

if multipliers above 12.5 aren't available, why does it show up in both my bios and my manual? The selections go all the way up to 18. And just to note (if it helps), this is the Ultra KT-400 mobo not the standard.

Mine goes up to 15 I think... and none above 12.5 are available.
The non-boot might be because of voltage also... if you haven't tried that.
Or maybe you just got a processor that's not capable of higher than that... what's the stepping?

I haven't tried upping the FSB speed in fear of my RAM because it doesn't have a heatsink or fan on them.

Ram heatsinks don't do anything for cooling ram some say it actaully locks in the heat So I wouldn't worry about that. Additionaly PC2700 should be able ot OC abit especially if u relax some of the timings a little bit. Make sure u up the voltage on the ram I wouln't do anything above 2.8 that is a bit high IMHO.
