Grammer aside, sure; there are even a couple of 200 watt PS's that can power an Athlon XP. However, you'd be very wise if you checked the AMD Recommende PSU Pages before you try it. There are certain basic minimums; some obvious and some not so obvious. Also, the odds are much better if you go above the 250 watt level. Remeber, the PSU is not just powering the CPU; there are the drives, memory, etc to suck up the voltage too.
You need 25 amps on the +5V rail, at least 170 Watts on the +5/+3.3 combined (watch the fine print), 2 amps on +5Vstandby, and on top of that as much +5V and +12V juice as your mass storage needs.
