EDIT: Thanks for all the suggestions, guys. I've decided to go with this. a XFX 6870 Black Edition: http://www.newegg.com/Product/Produc...82E16814150507

The reasons for this are, 1) It's under $250 after rebate, 2) It's about 20% less performance than the 6950, but is also 20% cheaper after rebate, 3) It comes with a very quiet cooler as stated in this Anandtech article: http://www.anandtech.com/show/4137/...-6950-1gb-xfxs-radeon-hd-6870-black-edition/6

I know I never mentioned quiet being an factor; but the price point, performance, and noise reduction over my current jet-engine 4890 makes it right up my alley.

On a final note, I was going to get into WoW, but Rift's latest beta has me sold so I'm going to play Rift instead until Guild Wars 2 comes out. Thanks again, everyone!

Original post begins below this line.

So I posted here: http://forums.anandtech.com/showthread.php?t=2138673

And the only reply I got gave me the impression to upgrade the video card instead of the CPU. So I decided to come here to see if I can get some suggestions on a good $250 video card. As the title says I use a Radeon HD 4890 card atm. I'm not partial to ATI, I'll use which brand gives me the best bang for my buck.

$250 is about my range, If I can spend less great. If the best solution is $259, I can stretch it too. $300 is too much. Can anyone give me some ideas, please? I filled out the form to help out with information.

Purchase Details:

1.
Budget(Be sure to include currency if not USD):

$250 range

2.
Do you consider rebates?

Yes

3.
Any particular preferences
(Manufacturer[nV or AMD], Brand[XFX, Sapp, EVGA, etc], non reference cooler)?
None

4. Crossfire/SLI?
No

5.Have you previously looked at a product which you feel would fill your needs?
I've seen a few ATI cards on Newegg, but I'm willing to consider switching to NVidia if it means I get more bang for my buck.

6.Which games (If any)do you plan to play and @ which desired detail levels?
MMO's (Wow, Rift Beta, eventually Star Wars: The Old Republic and Guild Wars 2). Ultra Detail Settings on a 1080p monitor.

7. Are there any other uses(Folding, Photoshop, Video editing or watching Blu-Ray) or features (DX11, CUDA, OpenGL, 3D, Eyefinity) you are looking for besides gaming?
Well, I'd like to take advantage of DX11 in the new MMO's coming out.

8. Is the performance added by overclocking something you would take into consideration?
I'm not interested in Overclocking, as I'm not interested in replacing the stock cooler on any card I buy.

System Specs:

1. Pre-built(HP, Dell, etc)? Ordering(a new computer) or Upgrading?
An upgrade to this system I bought from Newegg over a year ago: http://www.newegg.com/Product/Produc...82E16883229119

2.Monitor Resolution:
1920x1080 primary game monitor, 1600x1200 on my secondary monitor. Both Monitors use DVI inputs.

3.Processor:
AMD Phenom II X4 955(3.2GHz)

4.Power Supply Unit:
700W

5.Case Dimensions(Length, Low Profile, Cooling):
No clue, but I do know it's a NZXT Beta Gaming Case (mid-tower in size)

Just an FYI, you could pay $150 to $180 and get 90% of the performance (even more if you overclock) you would spend getting a $250 dollar card.

Or you can buy a $250 card, overclock it, and get the performance of a $350 card. :p

I'd go with 6950 2gb, it is ~ $270 AR right now. the 2gb will help you with some of those crazy maps in WOW, and 6950 is generally a bit faster than 560. 6870 can't hold a candle to either of those cards, if you're looking at one of those you'd be better off spending ~ $200 for a 5870 (which, paradoxically, is ~ 7% faster than 6870).

Yes I wouldn't go for the 6870 either, but it is in the price range. Really it's a tossup between the GTX 560 and the HD 6950.

Grab a 6950 since you don't give a crap about OC'ing. Or you can get a pre-overclocked GTX 560 Ti, can't go wrong with either. You can also consider AMD 6870 since it's cheaper with similar performance to GTX 560 Ti.

6950 1gb
560 TI 1gb

their like 10$ apart or something, with the 6950 haveing like 5-7% egde on the 560 (stock to stock). But they trade blows, in some games the 560 is faster and vise versa.

6950 uses less power, the 560 ti has a better/quieter cooler.
6950 has Mlaa/eyefinity advantages, 560 has physx and cuda.

Both overclock pretty well.

If you only plan to upgrade 1 thing, then make it your GPU. I know you said you are not interested in overclocking, but you'll want to look into it to get the most out of the Phenom II CPUs and your new GPU, even if it's just a small OC. Raising your CPU to even just 3.4 and 2.4 on the CPU-NB should net you a small, yet noticeable boost. OCing the CPU-NB is vital to maximum Phenom II performance.

You can get an idea of CPU-NB scaling here:
http://www.anandtech.com/show/3877/...investigation-of-thuban-performance-scaling/7

If you are really into WoW, Intel CPUs really have a strong lead over AMD.
http://www.anandtech.com/bench/CPU/62

You could possibly sell you AMD CPU and mobo while keeping the RAM to recoup some of the costs.

While you can always buy faster and cheaper parts in the future (ie. by waiting), I suspect that we are much more likely to see pricing wars in the GPU market rather than the CPU market. Bulldozer is the next big thing, but I think most reasonable people do not expect it to be faster than Sandy Bridge currently is. And Intel historically does not play the pricing game like AMD does.

Nvidia cards favor WOW. A gtx560 will be faster then a 6950 in this game.

A 6950 is about = to a 5870, these charts show a gtx470 faster then a 5870.
A gtx560 is faster then a gtx470.

http://www.tomshardware.com/reviews/world-of-warcraft-cataclysm-directx-11-performance,2793-5.html

"That takes us to the perpetual back and forth between AMD and Nvidia. Although AMD's Radeon HD 5800- and 6800-series cards demonstrate notable differentiation at 2560x1600, lower resolutions show the company's fastest boards running into a limitation in the mid-80 FPS range--below Nvidia's competing GeForce GTX 460. The high-end Nvidia cards start hitting their own platform-imposed ceilings up above 100 FPS."

A 5800 is still getting 80 fps in their benchmark. Toms is using a Gulftown processor, and the OP has a Phenom II. And that's only one of the games he listed.
