25 Mbs down on win8.1???

I was getting 2.5 Mbs down on a win7 machine and just built a new one with win 8.1. Same FIOS network.

Is this real?

We're gonna need a lot more information to answer that question, but it's highly unlikely that Win8.1 is any faster than Win7 with regards to network speed. You could simply have hardware issues on the Win7 machine.
