25/25 service, but getting slow wifi?

Fios 25/25 runs as such on my wired pc according to speed test.net, but from my wifi devices like my smartphone and iPad it's getting only about 400kBps down. Upload is 3000kBps so that's more than acceptable. I'm using wpa2 security and Ive tried various channels. The devices are slow even right beside the router. Any ideas? It's making my Netflix streaming buffer every few minutes.
 
seems to be an OS / device issue:

- Red Hat Linux work laptop using wifi is slow too,
but when loading into the WIN7 KVM using same wifi connection, it's fast as expected like 17Mbps.

- Ipad slow

- Galaxy Nexus slow

All while sitting right next to the router. All upload is still fast, just downloads affected. Sound like a TCP/IP setting? Nexus support tells me there's very little as far as wifi settings go so I'm stuck. What about the ipad? The Netflix buffering is the worst on that, and this didn't happen until a few weeks back and nothing had changed from a router or ipad perspective.
