Why can the Outlook app pick up new mail instantly from a Gmail account, while the Gmail app can only pick up mail from an outlook.com account once every 15 minutes?

Did you set the Outlook email address up as an Exchange account?

If the outlook app had "notify for every message", then I'd probably use that exclusively.

It does. The Notification options are All Mail, Focused Inbox Only or None.
