Question 240mm radiator enough for 10700 and 2080 Ti?

Both stock and undervolted. I just put a block on the GPU and since temps are so low and stable I'm wondering how much impact the CPU would have if I put it first in the loop. Is a 240mm radiator enough to maintain both around 40-45C?

If it matters, the pump is a Swiftch MCP35 and the fans are EK-Meltemi 120ER.

I'm not really sure, depends on the total board power of that 2080Ti - they can crank out allot of watts while gaming.
If it where me, I'd go with a 360 to take a shot at those temps. What is the temp in the room the computer is in?
