Sucks, just pointing and clicking, surfing etc... BOINK!! a solid blue line appears.

it is there whether I use the DVI-D or VGA connection, havent checked the other inputs but it doesnt seem like it would selective to inputs, seems like a hardware failure in the panel.

What are the chances this is fixable? the Dell warranty is long gone.

Using a damp, lint-free cloth that will not scratch, gently rub the area with the stuck pixels, and with some luck, they should fix themselves.

I wish, it is an entire row, from the top of the screen all the way to the bottom :(

Unfortunately, it sounds like you have a failure of one of the address lines that contacts the edge of the panel. If you *gently* press on the back of the case near the end of line of dead pixels (one end or the other), you might see them come back to life temporarily. But usually the line goes dead as soon as the pressure is removed. Short of getting it repaired or replaced, I don't think there's a whole lot you can do about it.
