Just because your computer is turned off, doesn't mean it is safe in the event a bolt of lightning strikes a power line near your house. (neither does unplugging it for that matter)
Of course it's safe if it's unplugged. If it isn't, neither are you.
The second time the modem was unplugged and the phone line laying on the floor near the outlet. Apparently it arced and killed the modem.
I find that very hard to believe as it sounds like something out of a science fiction program. If your friend is getting those kinds of "arcs" inside his house it must be built on top of high voltage lines or something and I would suggest he leaves his house immediately because his life is in serious danger.
If you unplug all cables leading into your PC it is 100% safe from the outside world unless a bolt of lightning blasts through your roof and directly hits it. But then if that happens nothing's safe, including you.
