I can't say that I've ever seen the inconsistency that you're describing in when Windows copies vs moves.

I have seen this occassionally, when using a left-click drag, it may copy or move, Windows choice. That's why I always use a right-click drag, that gives you the option of copy or move.

Yah I ALWAYS use right-click and drag and then when the box pops up I choose either MOVE or Copy. Anyhow if that is your issue, it's an easy fix to get used to.

I have experienced the same problem with Windows 7 using the left click. I just use the Right click now.
