Can the i7-4771 be clocked up at all? If I remember correctly, there was a few 100MHz headroom with the locked Ivy Bridges, wondering if Haswell is the same.
Turbo overclocking in the old form is gone. The maximum frequency of the 4771 is 3.9 GHz. But AFAIK, depending on the motherboard, you can raise the 3c/4c turbo to the maximum frequency; that is, on the 4771 you can run all four cores at 3.9 GHz.
 
Sandy and Ivy non-k chips can be overclocked 400mhz. Haswell is completely locked down besides raising all cores to max turbo frequency. Lack of competition sucks. 🙁
 
You are right, by default 39-39-38-37 are the correct values.

But this values are not decided by the cpu but by the MB.

Many manufacturers put in their products features like MultiCore Enhancement / Acceleration / Turbo or whatever they wanna call it and set the value as high they can (in this case 39-39-39-39 )
