From a physical view the Xigmatek looks almost like a CM Hyper TX3 except that it uses 120mm fan, larger fin area and a thicker 8mm heatpipes. The Xigmatek also has rubber fan mounts which will reduce vibration.

The CM Hyper212+ looks like it has an advantage with 4 heatpipes but it is only 6mm which I think should be about the same as 3 8mm heatpipes. The mounting system on the CM Hyper 212+ makes it pivot a little when mounted.

I'm sure many would recommend the CM Hyper 212+ and I've used it as well but this time I'll go with the Xigmatek.

Performnce was within two degrees on the reviews I found. Some liked the mounting system better. Each fan had detracters. Both got Best Value, great performance for price (this before discounts).
Pick what you like.

what about the fans on both of these coolers. are they of similar grade? for some reason, I feel like CM always overrates their fans.

CM 212+, especially when they're always on sale for $20 bucks. The 212+ also comes with rubber mounts for the fans as well now.
