The rejection line has been around for quite some time. Since 2001/2002. As am sure is apparent, was developed for singles who did not wish to give someone their real number, yet were not shrewd enough to simply reject the person outright.

While at times true, a simple search reveals what the number is, and how benign (no discreet transfers to 900 numbers that show up on one's phone bill, etc) the resultant call is.
