21" monitors vs. 22" monitors...

I see some monitors shown as 22", but then when i look at the viewable screen size, its 20", the same as 21" monitors.

Is there any difference? Or is the outside just an inch bigger?
 
There's no difference in viewable area. Both will be around 20" viewable.

The 22" monitors really are 22" but a the edges are cut off on purpose to reduce the fuzziness that can happen on larger flat screen monitors. From what I hear anyway.
