21" CRT - Needs to be brighter

I have a Dell 1600 hs/P1110 21 inch CRT, and the picture just doesnt seem as vivid as it should. My friend has a 19 inch almost identical monitor, and it is much brighter and more vivid. Yes I have tried all vid card and monitor brightness/gamma/contrast combinations and levels and none have helped. My question is can I tweak a resistor value or something to increase brightness and contrast and color quality, or do I just need a new monitor.

Lower the resolution, if you use a really high resolution, the monitor dims down severely.
My monitor(same tube as P1130) is at least twice at bright at 1024x768 than 2048x1536
