I have a HP ENVY TS 15 running Win 19. Just up dated to Version 1703 for x64-based Systems (KB4022405). now Control panel loads and then closes after a few seconds. Can't figure out why. Worked before upgrade. Removed upgrade and reinstalled and have same problem.
 
I would back up personal items to a separate disk and then install the latest iso.If a new install still has a hardware problem, I would start taking the hardware out one piece at a time.
 
What have you got hooked up there ? I agree with the Force, strip her down starting with the illegal stuff. 😉
 
Found way to load control panel. Just right click on control panel, it will load then click/select 0n what you need. Thanks for all help.
 
Firefox is having problems after win10 ver.1703 build 15063.0 Firefox goes "black" upon wakeup. Have to shut down FF and restart. No such problem with "Edge". Using FF ver.54.0.1

That sounds suspiciously graphics related. I'd check drivers and I'd play with Firefox's hardware acceleration setting to see whether that makes the problem go away (to narrow the problem down to what I suspect).
