That's a pretty sizeable list, all very major cities, this will be a close one. I think London will, b/c the UK hasn't had an olympics in years, unless the 9/11 thing plays into it. Also, there hasn't been a post-USSR olympics yet, possibly weighing in Moscow's favour.
The US, France and Spain all recently had olympics.
