200gb harddrive reads as 186.31gb hd

Hi all...i know that when you check the actual space on a harddrive that it's always less (talking about one that has nothing on it yet), but why would a 200gb hd not be closer to the stated capacity? I'm getting 186.31gb as the available space. Where does the other 14g go....what's happened to it? It seems that around 14g is alot to lose. thanks, robert
