200gb Harddrive detection error

I am trying to install a second hard drive to use for additional storage. The drive is bigger than 137gb, so I am running into problems. The maxtor software recognizes the 200gb size, but still tells me that only 137 are available for making new partitions. I have a newer version of Windows XP, so that shouldn't be the problem. I've tried several other program like Windows DiscWizard, but with the same results.
I have no preference for creating either A) multiple smaller partitions adding up to 200gb, or B) a single 200gb partition, but since I did pay for the full size, I'd like to somehow be able to use it. Any additional ideas?



Here is my current set up:
Maxtor Drive 1:
Partition D: data
Partition E: data
Partition F: Windows XP Professional Full Edition (plus data)

Maxtor Drive 2 (200GB):
Partition C: Empty, 137GB
No free space?

48-bit LBA strikes again... Install SP2 to enable 48-bit LBA, and then run "diskpart.exe" from the command line to extend the partition size to include the rest of the hard drive, unless you want to make a new partition out of the remaining GB.

If you don't want to install SP2, you can edit the registry using this guide.
