2008 r2 how do I get a program to stay active.

Have you considered using a different FTP application, Filezilla is freeware and runs as windows service, I wouldn't recomomend converting a program as a service, while fully possible, losing the front end to an application that is designed to use it is never fun (you'll never know if you've had some kind of exception or other error)...
 
are you talking about an FTP client application?

because WS_FTP server is designed to run as a service, very robust ftp server.
