That's because travelling into the past is only possible - if it is possible at all - as far back as the creation of the first time machine, and that means 2008 could become Year Zero:
Does that mean once we build this machine, people from the future can start visiting us? :)

Interesting, so the "time machine" is really created if and only if it creates a wormhole at some point during its operation. If it does, then if there's someone on the other end with the capability of traversing a wormhole, they might instantly appear when that wormhole is created.

You wouldn't see them if they did "appear," considering the size of such wormholes. Theoretically it would be a nano-machine, if capable of replication it might be able to build itself into something that can communicate with us within days or months, who knows. It's a one way trip unless the LHC creates more than one wormhole that happens to connect with the same point in space-time (unlikely). Don't expect time tourists any time soon.

Well, think about quantum entanglement. It's the foundation for teleportation. Sure, they haven't gotten the whole "have to destroy the original to create the exact facsimile" part down yet, but I'm sure that sometime AFTER 2008, that will get worked out. Then, it shouldn't be too hard to note that even a wormhole of nano-scale is large enough to let an energy transmission through, which then basically "teleports" someone through it via quantum entanglement. It's really very simple when you think about it! :p
