2005FPW + CRT + loss of display settings panel via desktop right-click

What is up with this? I right click on the desktop to bring up the display settings, the hour glass shows for a second, but it doesn't show up on either display.
If I turn off one display to think I am forcing it on one display, it doesn't work.
The only way it shows is if I use the tray icon, which opens up the Advanced > 3D tab that I have to cancel out of.

This is the same that happens to me on my new 2005fpw. My old crt monitor had no problems at all. I have the 5.10 drivers on a x800XT PE vid card.

I thought it was just me because no-one responded to my thread a while back about this strange problem.

The only way I get the settings windows back is by loading HL2 and playing it in WS and default 16x10 resolution. After I quit, the window always works with the right click. May be coincidence but it always works. Go figure.
