Use a dremel w/ a wire brush. Lot more control than standard sandpaper, esp. for those tiny spots. And, the wires will get into the "pits" in the metal caused by the rust a lot better than sandpaper will. Make sure you get ALL of it and paint it immediately, or it'll start to come back overnight.

I've used medium-grit sandpaper cut into very small squares and then glued to the eraser end of a pencil. Works very well for small spots. :) The dremel is a great idea too.

I thought Toyotas had something like a 5 year warranty against rust. Let the dealer fix it.

Edit: reduced the time - found this on their site:

Rust-Through Coverage: Corrosion perforation of sheet metal is covered for 5 years/unlimited miles from the date of first use.

Doesn't look like corrosion, that looks like somethings taken chips out of the paint.

I was going to ask you. Your saying this is from some damage. Becuase if they are not I think in order to use that rust warranty it has to rust though the sheet metal.

If you get chips in the paint they can and will rust. This shouldn't be surprising. Just clean up the rust and apply touch-up paint.
