2004's best cities ranking

what do they rank on? it also seems like they only look at major cities.

Madison, WI is in the top 3 best places to live in the US every year.
 
They should have a hottest woman cities ranking. I'm guessing New York/Manhatten (Cosmo area, lots of walking so women are skinnier) or one of the Orange County cities Laguna Hills, Costa Mesa, Irvine (large % upper class social climbers, plastic surgery relatively common for wives and and young women).

Yes. Hell I'd even put Guelph ahead of Toronto.

Toronto may be big and it may have some resources, but it is far from a "best city".
 
By the way, how the heck did Winston-Salem get on the list? I wouldn't even say it's one of the top 50 cities in the Southeast.
