No idea where to even begin describing my issue. It?s very strange and it involves Terminal Server, the domain users, Outlook, and IE7. I suppose I?ll start with basic info.
2 server internal AD domain.
2003 Standard Edition R2 64bit (Terminal Server)
License server is separate 2003 server.
4GB Memory each
All patches / updates installed as of 12/1/07
19 TS Users ? All licenses installed and functioning, Terminal and Client User CALS.
Major programs installed ? Quickbooks 2007, Office 2003, and a Real Estate back office program called Lucero. Nothing else outside of standard software that comes with the server install.
1 of the 19 users is setup to use Outlook 2003.
All client users are standard domain users. For approximately 6 months we?ve been FLAWLESS. No issues, no problems, everything PERFECT.
Approximately mid-day yesterday my single Outlook user started experiencing an inability to send email, generating the following error when sending email:
Sending reported error: (0x800CCC13): unable to connect to network. Check your network connection or modem.
What?s amazing about this particular issue is when I go into the account settings via outlook 2003, using the ?Test Settings? button, the test message sends and is then received with no problem. Another kicker is if I setup the user account in Outlook Express, there?s NO PROBLEMS.
Also, if I flip this user over and make them apart of the Administrators group, all problems go away entirely. Needless to say, I can?t have that as the fix.
Now, onto the bigger issue. While I was working on this problem, I started receiving calls from my other 18 TS users. IE 7 was now acting odd for their sessions. Any standard user could utilize Internet Explorer, open it up, and perform standard web site surfing via the address bar. BUT?
If they went to any search engine site, Google, MSN, Yahoo..etc., and used the main search field, clicking on SEARCH, GO, etc?.the clicking of the button to initiate the search did / does NOTHING. If they used the built in search feature of IE 7 in the upper right, the search actually works. This problem was found because our users utilize local Real Estate MLS sites when on the terminal server. When they attempt to logon to the mls site, it actually throws up an error in the browser. The same error occurs when they attempt to utilize our IMAIL web server logon.

Again?.all of these problems go away if I put the users in the administrators group. When I connect remotely with the administrator or any user I flip over to administrators group?.they have NO issues and everything functions.
I have been beating myself up for two days and have done countless things, with nothing working. It?s very hard to describe this issue to people as it?s not a total failure.
Somewhere I think I had a rights breakdown, but I cannot for the life of me figure out where or why.
I?ve done the following major troubleshooting:
1.Stripped out IE7, reinstalled
2.SFC / SCANNOW
3.removed and reinstalled java
4.Removed all latest Windows updates going back to NOV. Reinstalled.
5.Registered DLL files mentioned in numerous fixes for both of my mentioned errors
a.I searched high and low all over every search imaginable for those error messages. Nothing solved my problem. Many people seemed to experience similar issues, but no one mentioned the fact all problems went away when rights were bumped up.
6.Rebuilt TCP/IP stack twice
7.Removed all main programs (same problem with browser)
8.AV scans, spyware, etc. All clean. Removed AV software.
9. Started with entirely new user profiles in a few cases and wiped Outlook user PST file for the single user using it. Even started with blank Outlook setup. No fix.
10. Internet Ehanced Security is always OFF. I switched it on and off just to see if it had an effect. None
I?m fairly sure I did more but my brain is falling apart.
Again, ALL the problems go away when users have admin rights. A number of people hinted at Winsock issues with the Outlook problem, but if that was the case, shouldn?t it fail even with admin rights??? Which it doesn?t.
What am I missing? I?m a fairly new Windows 2003 user, but I definitely feel there?s something at work here I can?t quite grasp.
