2003 security questions... quick crash course needed

I am finding that I'm not fully grasping the interplay between Security Templates and Group Policy. I'm about to go google but I was just wanting to know if anyone had helpful suggestions of books or sites.

An issue I'm having, for example, is: secedit run to apply a template while group policy is active will make group policy effective even on users specificaly restricted read rights to the group policy folder which doesn't seem right...

any thoughts appreciated...

As a corollary waht's the difference between an Administrator and a Power User?

I have a program that is failing for the user group... If I add a user to administrator the program functions... but it doesn't function under Power Users...

The Administrator group has access to something that the Power Users group does not...

ideas?
