1) Confirm battery is good through some type of concrete means, if not already done.
2) Make sure all connections are tight; terminals to battery, cables to terminals, ect.

If both these appear to be true, as a double check, you can look for power at fuses both inside the cabin and under the hood. If you find nothing, it has to be either a cabling issue (possibly a blown fuse link) or a blown 'maxi fuse' or other large circuit protection device.

Does ANYTHING work?

If you have no power to the horn or lights and such then you should check the battery terminals, the battery cables, and the ground. It could also be a really dead battery but that is really dead.

Remove BOTH battery terminals. They both screw in so they look good but can have problems you can't see until you undo them.

Is there a big fuse next to the battery cable? Don't think the saturns used those but check while there.

Next, if both good above, trace ground to source and make sure its tight and clean.
Next trace power down to starter and make sure its clean and on tight.

Those are the most common issues with what you describe.

Your transmission is not fully engaged and is not letting your ignition switch to make contact.
With the trans in park rock the car a few times and then give it a try.

Try starting the car in neutral and see if it works. If it starts up then the problem may be a Neutral Safety Sensor. (It worked for my 2002 Saturn SL2.)

No power anywhere

With no power anywhere, you obviously are looking at an electrical problem. Try jumping the car with a running car. This will eliminate the battery as a problem. When you hook up the battery jumper cables, make sure to put the negative cable to the engine block of the Saturn, this would also elimnate the possiblity of a bad negative cable. See if jumping the car causes the lights or anything else to power up.

Thank you had a bad positive battery cable
