On my way to work today I was greeted by a scraping sound whenever I hit a bump until I finally pulled into work when it turned into metal scraping against concrete/asphalt. Got out of the car and laid down to see a piece of metal hanging off the car and resting on the ground. Took some photos of it (can't post, no cable) and then got a co-worker to look at it. We both agree that it's the heat shield/protective plate for the car's catalytic converter. It looks like a two part assembly with the top part still attached and the bottom part having rusted away and hanging low. Can anyone concur?

How much would it cost to get this replaced at a dealership if the car is out of warranty (125k miles)?

Don't bother. Unless you park on grass, it's un-needed. (I'm assuming it's a heat shield on the bottom of the converter and not the top...).

That's right, it's on the bottom. I've secured it for the moment with the large paper clips (black "triangle" with handles) and will figure what to do with it later today.

I wouldn't worry about fixing it. On the other hand, it is probably cheap. Just fix it yourself.

i had mine cut off, it was rattling under the car too much for my liking, and i don't park on grass anyway.

You could try some JB weld, but the better option is just to get the damn thing off of there.

I thought I heard a scream when I went over that bump...oh well.

And no, not the plastic clips, the metal ones.
