Did you keep the monitor refresh rate constant for the two tests? Excessively high refresh rates (like the old driver's set if you have a monitor than can handle it) will reduce frame rate substantially. The new driver's tend to set the monitor refresh rate lower, so that can give a false impression that they're faster than they really are. Use HZ Tool to set the refresh rate: HZ Tool url.

Yes, they do offer a nice increase. And yes, I'm certain the refresh rate was constant.
