Is your first disk an OEM cd? If so I can come to one conclusion...

The only difference between the 2 cd's is one has a \Clients and \Printers folder, while the other has a \Discover folder.

The disk with \Discover is for people you buy the retail CD. They will want to "Discover" all the new things they can do with the OS they just bought.

The disk with the \Clients and \Printers folders is an OEM disk. OEM's will be making all kinds of systems with different printers and other stange configurations, thus they get extra drivers for this. They don't need a \Discover folder because they don't need to show off the features of the OS.
