I am transfering files from my x2 seagate 1.5TB array to my new x2 hitachi 2TB.
The transfer rate is around 14.7MBps.
I previously tried to transfer from the seagates to a x2 WD 1.5TB array and had the same results.
SMART is not reporting anything although I think that one of the seagates is dying.
What can I try to boost speeds?

try a controller with battery back write cache. or if you feel lucky, turn on write cache, drive write cache with no battery - if an option. a very dangerous one.

I have had this same trouble on two different motherboards both with AMD RAID controllers
I tried transfering files to both arrays from two different computers over gigabit lan with the same results.
I also tried copying to a usb 3 drive-same.

Sounds like a drive is failing which is degrading the performance of the entire array. If there is critical data, just let it take its time, don't hurry it, and get it backed up. You'll thank yourself for that. Then you can test the arrays individually performance wise and see where you're at. Another thing you can do is to test the drives outside of the RAID array (bootable diagnostic CD's) to check them individually. Other than that, it's possible it's an issue with software RAID if all 4 drives are connected to the same mainboard.

It is not only this motherboard, the last one was this way also. And I don't think that it is the drives because I have tried it with 3 different arrays all with new drives and tried transfering both from accros the network and also USB as well as array to array. The transfer starts fast but trails down to an unbearable rate.
They were both AMD chipset MBs, the first one was ASUS this is an Asrock

I have been backing up my files over the network and the transfer is around 87MBps-if I try to transfer to usb or to a hard drive installed in my PC the transfer drops to 14MBps
I am really having a hard time figuring this out.

I still have not figured this out, if the Hitachi array is in my computer upstairs and my Seagate array is in my other computer downstairs and I transfer big files(like 160GBs of big files) either way I get 108MBps average sustained but as soon as I move the Hitachi array into the same computer as my Seagate array and try to copy between them, it starts out fast >170MBps but quickly dwindles down to <20MBps
I thought it was the motherboard so I got another one-on three different motherboards this is happening two of them have the AMD 880G chipset the other chipset is also AMD but I don't know which one. All have the latest BIOS.
Also USB 3 transers are lousy as well on all three MBs.

I use the AMD controller on the motherboard. I have tried using a Syba controller but no luck.
The motherboard I am on now is an ASRock 880G Extreme3
