2 questions cpu,floppy

friend of mine is buiding a new system, turned on the system and everthing seems to get power but nothing on the screen. it turned out that the cpu had no heatsink or fan, it a 1.2 ghz duron. the system was only on for a few minutes and the speaker was making sounds but they wasn't beeps.
could the cpu be shot due to overheating, i don't know how long it would take for a cpu to become damaged if you turn on the system when it doesn't have a heatsink and fan.

2 question
i replaced the power supply in a system and every thing works but the floppy drive. the green ligth stays on. the only thing on the floppy that was touched was the line for the power, and the floppy did work before the power supply blew. the only thing i know of that causes this to happen is the cable is in backwards and that's been checked , any ideas as to what the cause could be
 
1 - people at this site have reported burning up their AMDs by doing just what you described, very quick and its done.
2 - I hate IDE cables, try a new floppy cable...
