I have the PSU that came stock in my case, its 350watt. Then I ripped an old 200watt psu out of an old computer. would I be able to run 2 PSU's??

350watt: runs everything but the fans

200watt: sits outside the case just to run fans, its may look ugly
but I want a lot of fans. Some of the wires on the old PSU are destroyed cuz I
ripped it out of a case. But the ruined wires are only the ones that connect
to the powr button.

What are you running for a system?? How many fans do you have where you think you need a PSU just for them? As for the old PSU, how bloody old is it that it has it's own switch (that's not built into the unit itself)?? You'd need to rig a switch to turn on the old PSU in order to power the fans. Doing that, when the old one dies, and your fans are not spinning, you'll do more harm than good. IF you think you need more power for the fans, just get either a 400-500W PSU and put that inside the case. Much more efficient use of resources, and you won't have to worry about the old PoS PSU crapping out on you.

I dont have the money to upgrade my PSU. The old PSU is from 98. I just spent my last money on ram and a video card. I guess I could wait til christmas to assemble my computer, and buy a 500 watt psu with my money.

You still haven't said what's inside your system. Fans draw very little power, so unless you have about 10 fans inside your case you have little (or nothing) to worry about.
