2 PCs on USB KVM, one PC won't work

I recently bought a Belkin USB KVM. It has worked great for the last couple months. Lately, however, when I try to switch to my other PC, it comes up for a second and then switches to my primary PC. I can still hear that the PC is on. The first problem I started noticing with this PC is that the fan on video card stopped coming on. I thought it was the video card but now I"m starting to think this is all PSU related. Is it possible that the USB KVM is drawing what little power there is left from the PSU and causing it to not work correctly?
 
I've used a couple of different KVM's over the past few years, but not USB. The only problem that I've had is that I couldn't switch (ps/2) mice dependably, and had to have a separate mouse for each one. If you have tested the "problem PC" with a direct connection to the keyboard, mouse, and display, and it works fine that way, your surmise about a puny psu sounds like a possibility. Give us a rundown on what the system consists of, particularly the brand and size of the psu, and list the bigger power drain items, such as drives, RAM total, and video.
