2 pairs of rams with different frequencies in dual channel mode

Hi everyone ,i am going to build a pc very soon and was doing some research regarding which memory to buy.Suppose i get 8gb(2x4) both 1600 or both 1833 mhz memory and run it in dual mode,later on can i put another pair of memory sticks with quantity 8gb(2x4)/16gb(2x8) with "different frequency" like both 2133 or both 2400 from the previous pair and run it in dual mode??
Basically can i put 2 separate pairs of rams with different speeds and run them both in dual channel modes respectively.

RAM will default to lowest speeds installed. In other words, the 2133/2400 RAM will run at 1600/1833

It's best to match speeds and latencies whenever possible.

I didn't really put my point properly ,i was actually saying if i put 2 sticks of same speed either both 1600 or 1866 and run them in dual channel mode ,can i later add 2 more sticks of same speed either both 2133 or both 2400 and run them in dual mode.I know the quantity of these other sticks can be different ie:
after 8gb(2x4) i can put another 16gb(2x8) sticks.I was not thinking of matching 2 different speed sticks and running them in dual mode rather i was thinking of running a pair of same speed sticks and running them in dual mode and later on adding another pair with same speed but different from the earlier pair and running them in dual mode.Sorry if this post looks a bit confusing.

Lower is better. You didn't mention it but voltage should be the same across.
Generally minor differences in timings will be tolerated by running at the lowest common speed.

Yeah i know the voltages should be same .I have seen 1.5v is the norm till 1866mhz.I also saw some ads for high speed low voltage memory from g skill around 1.35v ,will it give any benefit other than the supposed power benefit:p.
