2 new build with almost the same spec but one boots faster than the other one. Why?

Just got done with two build but one boots faster by 10 sec. Why?

1st PC - fast boot:

Fresh Clean Windows 8.1 with all drivers updated.
AMD FX6300
H50 Water Cooler
MSI 970 Gaming Motherboard
Galaxy GTS 250
1x Samsung HD 400gb
1x Seagate HD 300gb
8gb (1 x 8gb 1.50v)
OCZ 600 watt power supply
Total fans - 4


2nd PC - slower boot:

Fresh Clean Windows 8.1 with all drivers updated.
AMD FX6300
H50 Water Cooler
MSI 970 Gaming Motherboard
EVGA GTX 560 ti
Seagate HD 500gb
8gb (2 x 4gb 1.50v)
Thermaltek 500 watt power supply
Total fans - 4

Check the BIOS settings to make sure they're the same. You do however have different GPUs (potentially different VGA BIOS boot times) and different HDDs (one could be faster).

Seagate hard drive is obviously slower..
