Here's the scenario: a Shuttle mobo w/Duron 700MHz chip & 2x128MB PC-133 SDRAM. When turned on the power supply does it's thing but the mobo doesn't power up. There are no beeps, no hard drive spinning, etc.

I swapped the mobo and cpu for an MSI MS-6340 with a different Duron 700MHz chip and RAM. When I turn the system on it's the same thing: the board doesn't power up.

There must be something simple I'm missing.

I had a bad CDROM do that to me once. I'd start by unplugging the IDE and floppy cables from the mobo and try it. If you can get it to post you can narrow it down from there.
The next step would be to take out all the PCI cards and try it.
After that you could try removing the mobo from the case and try it.

P.S> I assume you've checked the jumper settings and the heat sink is properly installed :)

I've made a little progress.

I put the Shuttle mobo back but used the Duron that was on the MSI board. Now when I power on the board is getting juice and the cpu fan is spinning. There's still no beeps or other activity going on.

I have the AGP video card and one 64MB stick of SDRAM installed. None of the drives or IDE cables are connected.

is the 'clear CMOS' jumper set properly?

i've seen some boards come with this set to clear instead of normal, which keeps it from booting.

Same exact thing happened to me recently...it was the memory (which worked great in another board).

Sounds like you've tried at least two different sticks of RAM, though...
