1) Which is a better power supply : Antec Tru380 dual fan or Antec pp403xp?

2) Can you replace the cpu and hsf while the motherboard are still screwed into the case or should I take out motherboard?

I dont have personal experience with the Tru380, but from past experience with a dual fan PSU, it was one loud mutha.. I had great performance from my PP403X in a dual Tiger MP board. I highly recommend it.

You CAN change the cpu and hsf while mounted, and I have a number of times, but with the delicate Athlon core I recommend removing the board to mount for safety. A cracked core can be very sad indeed and if you dont seat the hsf well you will be having loads of problems if not now, later. IMHO

I would go with the True power, it can only be the next best to Antec's older PSU's, which are HORRIBLY loud without a fan mod. Generally replacing the CPU while it's in the case is safer. It gives you an easier angle to apply downward force quickly and smoothly provided your PSU is not in the way. If it is, remove the PSU, ultimately leverage is all that counts so witch ever way makes you feel like your more in control of the downward force is the best way to do it.
