Completely untrue. GSM is made EXACTLY for that reason. Yes, there are still different frequencies, both most phones are dual, tri, or even quad band. They will allow you to roam on any GSM network. Yes, there are technical details depending on the phone type and other factors, but nothing that prevents someone from using a phone overseas if they want.
