2.4c or Corsair 3200c2 problems??

I have a Abit IS7-E w/ 2.4c and 3200c2 Corsair.

Everything runs fine 1:1@200 but when I go 5:4@250 it boots to desktop and then blue screens.
Cpu was bought from Newegg as OEM(SL6WF Malay). Ran the cpu @ 1.65 and memory @2.8 but did not help, I even switched mem slots 1-3 to 2-4 and still no luck with 5:4 @250.

Should I be running 3500 instead of 3200??

Just tried lower mem settings 2.5-3-3-7 from 2-3-3-7 and did get further into windows.

So am I to assume that my memory is the stopper?
 
that 5:4 ratio, what does each number represent?
try a ratio that will let you run ram lower than the cpu, so you can run ram around 200mhz or so while cpu is higher
