2.2 Volts?

I just put in an Iwill KK266. It came with VIA Hardware Monitor v 1.7. There is a readout for a 2.2 volts that I'm only getting .26 volts for. Everything seems to be working fine. What is this 2.2 volt thing?

Possibly related: When I turn the power switch located on the back of the PS ON the machine boots immediately. Sometimes it stops itself after a few seconds, sometimes not. Thanks for any answers!
