2.1Amp/5Volt charges with 2.0Amp/5V devices

I have a bunch of charges (ipad specific) that out put 2.1A/5V. When I try to use these charges for either Dell Venue 8 Pro or Asus T100A (both of which are 2.0A/5V), they don't charge. However, if I use a charger with equal or lower amperage than 2.0A, the devices charge fine. I am curious what's going on, and if there is a way to use the 2.1A/5V charges to charge the windows devices.

default USB spec is 5V @ 500mAh.

iPad, Samsung, Android devices & chargers, use different ways to signal to each other that it accepts more than 500mAh. some short the data pins, some ground them etc...

there are chargers that "smartly" detects the device
