1st time builder about to crack

okay here goes. i had a dell dimension 8400. the parts i used from that are the hd, the cd and dvd burners, and the processor. I bought a new case (nzxt lexa), a new mobo
( asus p5ad2 premium), a new psu (500w antec smart power) , a new graphics card (ati radeon x850xt) and a new heatsink (asus vr guard). I have installed everything to the correct specifications in my opinion but theres a big problem. the mobo light is on when i turn the psu on, but when i try to power up, the fan leds flicker for a split second and there is a quick, sort of piercing buzz noise for the same quick second. i thought maybe the plate the goes on the back of the mobo for the heatsink might be touching the case causing some sort of short, so i removed everything and put a piece of cardboard behind the mobo and still the same. please help as i used my old pc parts to build my new one and now have to come to a internet cafe just to make this post. i will check it periodicly so please, please help...

make sure your 4 pin is connected.
Try to barebones as much as you can to see how much power you get
