Try with 1 stick of ram, 1 hd, cpu, video card, nothing else, including USB/firewire hooked up to the mobo.. Triple check every connection. Keep us updated.

did you forget to plug in the 4 pin connector into the mobo by any chance? i dont trust that psu youre using either, allied is up there with deer and l&c for notoriously dismal psus.

The only times I've had the symptom you describe, it was caused by the mb BIOS not recognizing the CPU properly... if you have internet access, go on Asrocks website & check the version of the BIOS on your mb to make sure it supports revision E A64's... if not you'll need to update it either by flashing it with an older cpu, or contact Asrock for a pre-flashed BIOS chip.

It sounds like your PSU is overloaded.

This is also a possibilty, although I think your PC would still POST even if there wasn't enough juice to supply your video card in Windows... if you have an old PCI video card sitting around, its worth a try seeing if it will start with that installed.
