Are you daft? The Hyper 212+ is easily good for 4.5GHz.
First lets get something straight, I dont know what daft means and if your calling me stupid then you probably should stop posting because you don't see me calling you names.

Ok woah, whats with the hating on the Intel Stock Cooler? Your telling me that the cooler, without any changes to bio running Mid 30's on idles and never above mid 40's is bad? Hes not overclocking! Look its good advice to go with a aftermarket cooler in any situation but if your not overclocking and on a budget then don't worry. Your not going to have any problems. I got a i5-2500k and am on stock cooling due to being on a budget. I used MSI's OC Genie and it overclocked it to 4.2ghz, and at idle I was at 40 - 43 C, too high for my taste so I immediately went back, but give me a break, the stock cooler will be 100% fine for him if he wants to save the $30 and just run the stock cooler until he decides to overclock.

Your GPU wont be getting you very high graphics, you will hit high and medium no problem but you wont be able to crank up the filtering or anything.
If you can stretch to 1,500 bucks then we would get you something that would blow games out of the water, currently you are sort of just in the mid-range gaming area.
Damn, it thats below mid-range then my PC in my sig is archaic! Yet, it plays everything so well....

Second, lets get back on topic. I understand Hyper 212+ is good enough for mild / high overclocking and thats why I ordered it with my own build. I also know he isn't planning on overclocking. IF I WAS HIM, I wouldn't run on stock heatsink at all. I was simply trying to explain to him the Hyper 212+ will give you great performance overclocking or not.
As far as the heatsink and powersupply, if your not overclocking the Hyper 212+ is great,
