I found the summary of the relevant TSB. Does anyone know of a way to disable just the horn on a 1996 Ford Escort? Is there a fuse that controls only that? It's really annoying, and when driving it makes one rather seem like an asshole to have one's horn go off with every turn.

Edit: There wasn't any fuse labeled "horn", fixing it required replacement of the steering wheel
