Why would someone pay more for this then a model that is low on miles but actually driven?

I'd worry more about this care sitting for 13 years then something driven a few times a year

Don't know the history since it sounds like that was lost with this car (no title, no keys, etc.). Sometimes people die suddenly and their family leaves the car in the garage and never touches it. Some people are just stupid and think it'll go up in value - for example I saw a 1985 Thunderbird at a car show a few years back with a for sale sign for 25K because it only had 1000 miles on it. LOL good luck with that. Then there's some people that just have too much money.
 
Yeah I love some of the odd things people will keep really low miles on and how much people think they are worth. I remember seeing a 4 door 77ish Ford Granada somewhere a few years ago with around 15k miles on it and some ridiculous asking price lol.
