have a smaller CRT, but do have a HiDef TV card

Yes

DOCSIS 3.0 will support 152+ Mbps but cable Internet doesn't support anything above 12 Mbps or so right now so I doubt we'll see a rise to more then 38 Mbps down for a while with cable internet. And upload won't hit 30 Mbps for another 10 years probably, unless more areas get decent fiber lines (FTTN, FTTH) where cable needs to compete better.

The only markets where cable even tries are those with FIOS, and why would you have cable if you had FIOS as an option? I have no clue

I have a 19" CRT TV, 27" CRT HDTV monitor, and 20" LCD HDTV.

...that is in the order of how often they're used. Odd?

Well then you, like me, won't have anything that fully utilizes a DOCSIS 2.0 modem for a while.

Its not that Cable has a monopoly here, the telecom simply doesn't care that cable modem is so much faster. DSL seems to market to the layman who doesn't do anything except check email - cable modem is for those who want fast download speeds. Both customers have to sacrifice a lot - DSL users sacrifice download speed and Cable sacrifices upload speed
