Well I know on a 720p tv the 1920x1080 is interlaced and runs at 30hz. Well do you think forcing the refresh rate with powerstrip to 60hz would make it look better? I would give it a try but I have to get my hdmi cable to work otherwise I cant reach those high resolutions on my vga cable

Well on a 720p tv, you can run it at 1080i, which is 1920x1080. And since that resolution would be interlaced and have only 30hz, would it be possible to use a refresh rate force program and force it to 60?

No you can't.

All HDTVs will *accept* content at both resolutions because those are the two broadcast HD standards. But a 720p set only has 12*7 (or 10*7, or 13*7) pixels, period. What it does for 1080i isn't displaying at a higher resolution: it's de-interlacing and downscaling the image to 12*7 (or 10*7, or 13*7). That's it.

There *are* native 1080i sets (usually CRTs), but that still won't help you.
